Capacity Building

Objectives

The capacity building activities in SHIELD will identify barriers, needs, and good practices through participatory community and health system assessments, using behavioural and cultural insights to design locally adapted interventions. This includes strengthening systems, improving communication, and integrating low-threshold vaccinations, and care pathways to ensure equitable access for vulnerable populations across Europe. Additionally, SHIELD will build the capacity of healthcare workers—including GPs, nurses, community harm reduction staff, and prison healthcare teams, to provide culturally competent, tailored prevention, vaccination, testing, and care through co-created training, communication, and health promotion resources.

Leads

The Work Package are the Finnish Institute of Health and Welfare (THL) – Finland and the National Institute for Health Development (TAI) - Estonia.
